Backflow certification, for testers and for the people who ask them for it

Two different things share the name: the credential a tester earns and renews, and the annual test certificate a water purveyor wants on file for an assembly. This page separates them, explains how the credential system is structured in the United States, and shows you where to confirm the rules that actually bind you — no invented hours, fees or expiry periods.

Two things called “backflow certification”

Almost every argument about backflow certification comes from the word doing two jobs. Sort out which one is being discussed before anything else.

A letter telling a business that its “backflow certification is due” is asking for the second one. A plumber asking how to get backflow certified means the first. The rest of this page treats the credential first, because that is the part people find hardest to pin down, then returns to the certificate.

Who actually issues a tester credential

There is no single national backflow tester licence in the United States. Authority is layered, and the specific authority nearly always governs. When two sources disagree, the more local one usually wins for the report you are about to file.

  1. State drinking water or plumbing program

    Most commonly the body that decides who may test assemblies in the state, which certifying programs it accepts, what prerequisites apply, and how long a certification lasts before renewal.

  2. Water purveyor or local cross-connection control program

    Administers the program day to day: registers testers, accepts or rejects reports, publishes the accepted form and the filing deadline, and sometimes requires a local test or registration in addition to the state credential.

  3. Certifying bodies and standards

    Programs built on ASSE 5110 professional qualification for backflow prevention assembly testers, AWWA section programs, USC Foundation training, and state-run schemes. A state or purveyor decides which of these it recognises.

  4. Training providers

    Community colleges, trade associations, PHCC chapters, utility training centres and private schools deliver the course and often proctor the exam. Being an approved provider is granted by the authority above them, so verify the provider against the authority's own list.

Getting certified, in the order that avoids wasted money

The common mistake is paying for a course first and discovering afterwards that the purveyor you wanted to file with does not accept it, or that a prerequisite was missing. Work in this order instead.

  1. Name the jurisdictions you will actually work in

    List the water purveyors whose service areas you will test in. That list, not the nearest school, determines which credential is worth holding.

  2. Ask each authority which credential it accepts

    Contact the state drinking water program and each purveyor's cross-connection control office. Ask which certifications they accept, whether local registration is also required, and whether they publish an approved-tester list you must appear on.

  3. Check the prerequisites before enrolling

    Depending on the jurisdiction these can include a plumbing licence or apprenticeship, documented trade experience, employment by a contractor or utility, or a background or age requirement.

  4. Take an approved course

    Expect cross-connection theory, hazard classification, assembly types and their internals, field test procedure for each assembly family, gauge use, and report completion. Confirm the provider appears on the authority's approved list before you pay.

  5. Pass the written and the hands-on examination

    The practical is where candidates fail: testing real RP, DC and vacuum breaker assemblies on a test bench with a differential pressure gauge, in the required sequence, and reading the result correctly under time pressure.

  6. Register, then get your gauge calibrated

    Register with each purveyor that requires it and file your credential and gauge calibration record. A calibration certificate for your differential pressure gauge is a practical prerequisite for a report being accepted.

  7. Set up your reporting before the first job

    Know which form each purveyor accepts, how it wants reports submitted, and the deadline. Have your certification number, expiration and gauge details ready to appear on every report.

Staying valid: renewal, continuing education and gauge calibration

Three separate clocks can invalidate work that was done correctly. Track all of them, because a reviewer checks the dates on the report against the dates on your paperwork.

  • Your certification expiration — printed on your own card or certificate. Renewal cycles and requirements are set by the issuing authority; some require continuing education, some a recertification examination, and some impose a lapse period after which you must start over. Diary the renewal well before the date, not in the month it expires.
  • Local registration — a purveyor can drop you from its approved-tester list separately from your credential lapsing, often for a missed annual registration or an unfiled gauge calibration. Reports from an unregistered tester may be rejected even with a valid certification.
  • Gauge calibration — your differential pressure gauge is calibrated on its own interval, set by your program and the manufacturer's instructions. Readings taken after that date are commonly treated as invalid, which means retesting every assembly you touched. Check the date before the first test of the day, not at the end of the month.

What a certification does and does not let you do

Credentials are scoped, and the scope is easy to overrun in good faith. Read yours for these boundaries specifically.

The other certification: the annual assembly test report

This is the document a purveyor chases. A certified tester performs the field test, records the measured differentials, and files a report; the assembly is “certified” for that cycle when a passing report is on file. There is no single national form, so no software can honestly claim its PDF is accepted by every purveyor.

  • Facility, service address and purveyor account or meter identity.
  • Assembly type, manufacturer, model, serial, size and location, plus the line pressure.
  • Every required differential reading as measured, with failures stated and their reasons kept, not erased.
  • Repairs performed and the complete retest reading set, reported as passed after repair where that is what happened.
  • Tester name, certification number and expiration; gauge make, model, serial and calibration date.
  • Signatures with dates, and the test date and test type — annual, initial, post-repair or survey.

Where to confirm your own requirements

Every figure that matters — prerequisites, exam content, renewal cycle, reciprocity, accepted form — comes from one of these, and editions and rules change. Go to the source.

Questions testers actually ask

What is a backflow certification?

The phrase is used for two different things. For a tradesperson it means a credential — proof you passed a written and hands-on examination on backflow prevention assembly testing, issued or recognised by a state program, a water purveyor, or a certifying body such as an ASSE 5110-based program or an AWWA section. For a property owner it usually means the annual test certificate: the completed test report a certified tester files with the water purveyor showing the assembly passed. If someone tells you your building needs backflow certification, they almost always mean the test report.

How do I get backflow certified?

In outline: confirm which credential your state program and the purveyors you will file with accept, meet any prerequisite they set (often a plumbing licence, apprenticeship or trade experience), complete an approved course covering assembly types and field test procedure, pass the written and practical examinations on real assemblies with a differential pressure gauge, then register with the purveyors that require it before you file reports. The approved-provider list and the prerequisites are set by the authority, not by the school, so start with the authority.

How long is a backflow certification good for?

Certifications are time limited and must be renewed, but the cycle and the renewal requirements are set by the issuing authority and vary — commonly a fixed number of years with continuing education or a recertification examination. Your card or certificate shows its own expiration date; treat that date and your issuing authority's renewal rules as the answer rather than a general figure. Separately, your differential pressure gauge has its own calibration interval, and an expired gauge calibration can invalidate a report even when your credential is current.

Is a backflow certification valid in another state?

Not automatically. Some states and purveyors accept credentials from other programs through reciprocity or by recognising the same certifying body; others require their own examination or a local registration on top of it. Ask the state drinking water program and each purveyor you intend to file with before you assume a card travels.

Do I need a plumbing licence to be a backflow tester?

It depends on the jurisdiction. Some states restrict assembly testing, and especially repair, to licensed plumbing trades; others certify testers separately and treat repair as licensed work. Irrigation and fire-protection contractors are commonly certified for the assemblies on their systems. Confirm the scope your credential actually grants, particularly whether it covers repair as well as testing.

What does a certified tester have to record on the test report?

Reviewers generally expect the facility and service identity, the assembly type, make, model, serial and size, the line pressure, the measured differential readings for every required element as taken, any failure with its reason, the repairs performed, the full retest reading set, your certification number and its expiration, your gauge make, model, serial and calibration date, and signatures with dates. Where a purveyor mandates its own form, that form governs what you file.

How often does an assembly have to be tested?

Most programs require testable assemblies to be tested at least annually, plus on installation, after any repair, and after relocation, with high-hazard services sometimes tested more often. The frequency, the filing deadline and the accepted form come from your state program and your water purveyor.
